Permits Issued by the Building Official and Fire Marshal

Annual Permit

The Annual Permit is designed to help University departments and shops perform work without filling out an individual permit for each project or repair. A yearly training is usually required to issue an Annual Permit.  Annual Permits may be issued to qualified outside contractors who have an ongoing contract with the University of Utah.

Hot Work Permit

(Fire Watch Log also required)

Any operation including welding, cutting, brazing, soldering, grinding, torch-applied roof systems or any other similar activities are referred to as hot-work.
Hot work operations – An operational permit is required for hot work including, but not limited to:

  • Public exhibitions and demonstrations where hot work is conducted.
  • Use of portable hot work equipment inside a structure.
  • Fixed-site hot work equipment such as welding booths.
  • Hot work conducted within a wildfire risk area.
  • Application of roof coverings with the use of an open-flame device.

When approved, the Fire Code Official shall issue a permit to carry out a Hot Work Program.

Individual Permit

An Individual Permit is issued to outside contractors and University entities that perform work regulated by the codes which extend beyond the conditions of an Annual Permit.  Submittal documentation for code review and approval may be required prior to the issuance of an Individual Permit.

Individual In House Permit

An Individual In House Permit is issued to qualified University entities who act as general contractors on a particular project.  This type of permit generally involves outside contractors being engaged by the acting University general contractor. Submittal documentation for code review and approval may be required prior to the issuance of an Individual In House Permit.

Temporary Structure Permit

A Temporary Structure Permit is issued to anyone setting up a non-permanent structures or equipment on campus such as a stage, climbing wall, tents, powered equipment, fencing, lighting, bleachers, food handling equipment, tables, seating, etc.  If an event on campus involves the usage or installation of structures or equipment of this type, documentation should be submitted to the Building Official at least two weeks prior to the event for review and approval for code compliance.  Submittal documentation may include a site layout drawing, equipment specifications, and structural calculations.

Temporary Use Permit

A Temporary Use Permit (TUP) is issued to anyone utilizing a space or facility for purposes other than what has been approved by the Building or Fire Official for its established use.  If an event on campus involves the usage or installation of structures or equipment within the space in question, then the TUP will establish conditions of usage for that event. Documentation should be submitted to the Building Official at least two weeks prior to the event for review and approval for code compliance.  Submittal documentation may include a space layout drawing, equipment specifications, and any other documentation identifying the temporary function.  

Quick Permit

A Quick Permit is required when the work is considered an alteration and exceeds the intent of an Annual Permit. Quick Permits do not require submittal documents prepared by architects or engineers for the following work:

Building

  • Concrete replacement of flatwork where no structural fill is required
  • Concrete stair replacement where height of rise is 30” or less
  • Installation of suspended acoustical ceiling systems for areas less than 1,000 square feet

Electrical

  • Addition of electrical circuits and outlets up to 50 amp including home runs.
  • Installation of electrical conduit less than 1” in diameter for a maximum project size of 50 amps
  • Replacement of light fixtures            

Plumbing

  • Replacement of domestic water heaters (electric or gas) of same size as existing
  • Installation of DI and/or RO water systems to existing sinks
  • Installation of exposed piping runs (to include; water, air, gases, etc.)
  • Connection of equipment to existing plumbing waste, vent, and water lines

Mechanical

  • Installation of split unit systems with a maximum size of 3 ton or less
  • Alter ductwork to accommodate new ceiling height or lighting layout (not to add new space)

 Automatic Fire Sprinkler Systems

  • TI/Alteration relocating, adding or capping less than 25 heads. Must comply with the following.
  • No change of use or hazard classification
  • Not moving/relocating mains or cross mains
  • Will not change the hydraulic calculations of the system
  • Limited to light/ordinary hazard
  • Inspection of the piping is required prior to the installation of ceiling or ceiling tile.
  • A final inspection is required.

Drawings and specifications are not required to obtain a Quick Permit unless requested by the Building Official or Fire Code Official at the time of application for the permit.

All Quick Permits shall require construction phase and final inspections by the Building Official and/or Fire Official as determined at the time of application for the permit.

Quick Permits are to be completed within 90 days maximum, with time extensions as allowed by the Building Official.
